Generally the responsibility of user creation lies with the country. The country users ( Quality Assurance Manager or Auditor ) with the role 'Head Office Operations', have the rights to create users for their country.

If you need a user in Qaudits then you should contact the colleague with these rights.

However if the person is not available, you can also write or call OSS team and we can support you in creation of user.
